Revived Salvage Vehicles
A revived salvage vehicle is a car that an insurance company deems a total loss. This is usually due to damage from a collision, flood, or other incident. The owner or rebuilder repairs (revives) the vehicle to a drivable condition. It may then be resold, often at a low price. This low price may attract used car buyers looking to get a good deal. But the vehicle may have serious safety problems that can be hard to detect.
Before a revived salvage vehicle can return to the road, it must:
- Pass a vehicle safety systems inspection
- Be registered with the DMV and issued a salvage title
Inspections
Vehicle safety systems inspections are performed at licensed stations throughout the state. During the inspection, a licensed technician checks important safety systems, like:
Body structure
Brakes and lights
Passenger compartment
Steering and suspension
Tires and wheels
The licensed technician also checks the vehicle’s on-board diagnostics and safety recall information. A road test is also performed.
After a vehicle passes the inspection, a vehicle safety systems certificate is issued. This certificate is shared electronically with DMV, simplifying the registration process for you. A vehicle safety report is also issued.
What you need to know as a buyer
Before buying a vehicle, check its inspection results online.
You don’t need to provide documentation to DMV to verify the inspection. But you should ask the seller for a copy of the vehicle safety report for your records.
When buying a vehicle from a rebuilder, the vehicle must pass an inspection before it is sold to you. The rebuilder must give you a copy of the vehicle safety report or other proof the vehicle passed an inspection.
If your vehicle fails
Check the vehicle safety report: The report will list the reason(s) the vehicle failed. Repair or correct these issues before taking your vehicle for a new inspection. The station cannot inspect only the areas repaired or corrected.
Complete any recall repairs: If your vehicle has open safety recalls, get repairs as soon as possible. Your vehicle manufacturer or local dealership will perform the repairs at no cost to you. Be sure to check that the recall has cleared before taking your vehicle for a new inspection.
DMV registration
A vehicle safety systems inspection is needed to register a revived salvage vehicle. An inspection is also needed to register other vehicle types, including:
Revived junk vehicle
Specially constructed vehicle (SPCNS), including a kit commercial vehicle
Motorcycle
Trailer with a gross vehicle weight rating of 3,000 pounds or greater
Off-highway vehicle converted to on-highway operation
A Smog Check inspection also is required to register a 1976 and newer revived salvage vehicle.
Once you register a revived salvage vehicle
DMV will issue the vehicle a salvage title
The vehicle can be driven on the road
No additional vehicles safety systems inspections are required

Brake and Light Issues

Brake and light certificates: Some DMV paperwork may still refer to prior brake and light certificate requirements. If yours does, you need a vehicle safety systems inspection certificate instead. Take your vehicle to a licensed station for a vehicle safety systems inspection.
Brake or light violations: If you received a fix-it-ticket, you can fix the issue and get the ticked signed off by a licensed station. A vehicle safety systems inspection is not required.
